Job Description:
The Public Safety Investigator/Training Officer is responsible for conducting, assisting with, and/or overseeing investigations that occur within the jurisdiction of or relating to members of Franklin & Marshall College. The Investigator/Training Officer trains Public Safety Officers in the proper procedures of police investigation and documentation, while ensuring the enforcement of all institutional rules and regulations, and State and Federal laws. The Investigator/Training Officer will assess training needs and provide specialized instruction for individual officers related to firearm use. The Investigator/Training Officer will prepare and deliver effective firearm training.
The Franklin & Marshall College Public Safety Department is an Accredited Law Enforcement Agency
demonstrating its commitment to enhanced professionalism and excellence in campus safety. The department includes 19 sworn armed police officers, 4 security officers and 4 dispatchers providing safety services through the deployment of vehicle, foot and bicycle patrols. Public Safety is led by Chief William McHale
most recently a Major with the Pennsylvania State Police who offers over 20 years of safety leadership.
Essential Functions:
Investigates or oversees investigation of all reported/suspected criminal activity, including conducting interviews.
Conducts follow-up investigations of Officers' initial criminal reports, maintains all records of criminal investigations and keeps the Director and Associate Director up-to-date on all open investigations. Maintains and tracks all cases, making timely reports to the Director.
Works as liaison with other jurisdictions, as necessary, involving criminal activity on or relating to Franklin & Marshall College property or its community members.
Instructs and trains Public Safety personnel in proper investigative procedures including interviewing, interrogation, crime scene management, and reporting. Provide firearms training and qualification for staff members and others as may be assigned.
Reviews Department policies, procedures, laws, codes and like items relating to the use of force and other relevant policies and recommends changes as needed.
Conducts inspection of and provides maintenance and repairs to department weapons, along with armory and range equipment.
Other duties as needed to include augmenting patrol duties.

Requirements:
Associate's degree in criminal justice or related field is required; Bachelors degree is preferred
Minimum three to five years experience as municipal or campus law enforcement is required; campus experience preferred
Pennsylvania Act 120 or equivalent is preferred
ACT 235 or ability to obtain within 6 months is required
Intermediate level of proficiency using Google Suite is required
Excellent communication and customer service skills and the ability to calmly and appropriately respond to emergency situations are also vital to this position. Candidates must be competent with computerized information systems and be able to accurately type reports using word processing software.
Public Safety Police Officers are required to drive College-owned patrol vehicles while on duty. Therefore, the successful candidate must possess a valid PA driver's license. Based on College policy, Officers must also have had a valid U.S. or Canadian driver's license for at least 2 years, have a driving record that is free from excessive motor vehicle violations within the last 3 years, and have had no convictions in the last 24 months for driving under the influence of alcohol or drugs. Employment is contingent upon a successful background check, including a criminal record check, physical fitness evaluation, pre-employment drug screen and psychological profile. Candidates must be able to qualify with a department issued firearm.
The ability and willingness to provide excellent service and to work in a collegial manner with students, faculty and staff, and other constituencies is essential.
The Department of Public Safety is accredited by the Pennsylvania Law Enforcement Accreditation Commission (PLEAC).
